The past years have taught us that the most significant threats to Israel do not come from the outside but from within. Four election cycles that ended without a clear result foreshadowed internal fragmentation. The country is engulfed in internal struggles, driven by genuine concerns for the future of the state. However, most of these conflicts are based on the desire to impose one's will on the other side and dominate it. The agreements and fundamental principles that shaped Israeli society as a whole are eroding. Israeli reality is based on a duality of polarization: right and left, Arabs and Jews, religious and secular. This project aims to create a new infrastructure: a duality of discourse. The internal division is what creates the social fabric of life, rather than abolishing it. The project suggests not blurring the differences but acknowledging them and using them to create a physical and spiritual space that connects the various groups. The goal of the Fourth Estate is to foster collective and moral responsibility of Israeli society towards its members, values, and diverse citizens. The project seeks to add a fourth symbolic hill to Jerusalem's three hills (the Temple Mount, Giv’at Ram, and Mount Herzl), which is connected to the urban space. This hill connects the neighborhoods of Yemin Moshe, Talbia, the German Colony, Bak'a, Abu Tor, and the Old City. The architectural and environmental space that is created formulates the public space, the gathering space of the Israeli community, based on moral principles. The architectural scheme is based on its core incorporating spatial movement, and mass and voids, organized centrifugally to the core, seeking to place the social differences as well as what grows between them. The structure includes the Civil Assembly Hall as its core, in addition to a museum, auditorium, offices, and a library that seek to create dialogue, meeting, research, and studying. The project offers an accessible, modest, transparent, and enabling public space. Between the white horizons and the Jerusalem stone, in the encounter between man and land. The national drainage divide passing through the hill that stands between the eastern and western parts of the city, both physically and ideologically, marks both separation and encounter. The waters converge: they are the source of life and the historical gathering place. The Fourth Estate is the meeting point between upper and lower waters, between heaven and earth.
