In recent decades, the awareness of people’s right to choose their place of residence and lifestyle has risen, and with it the importance of accessibility to the built environment. Nevertheless, today most of the care for those with special needs in Israel is based on an institutional approach that centralizes support and housing services in isolated spaces, which do not enable the integration of residents into society and the community. The project offers a solution for disassembling the existing institutional model through a transition to an urban approach which integrates an array of support services into the urban fabric, thus allowing every person to live as part of the community. By establishing a system of principles and tools for inclusive urbanism, the project offers spatial planning on multiple scales that meet the variety of needs of the population. This approach therefore enables the equal rights of those with special needs within the urban space. It is proposed as a tool for urban renewal that attracts new populations, creates employment opportunities, develops a sense of community and benefits not only those with special needs but with all the city's residents.
