Despite the constant risk of large-scale disasters, Israel still lacks a national plan that offers an adequate solution for civilian evacuation. The project proposes a new national master plan that integrates an immediate response to the needs of evacuees with the planned renewal of existing public-housing neighborhoods. The modular framework, established within the existing urban fabric, provides a rapid and safe housing solution in times of emergency, and later becomes an integral part of the neighborhood’s long-term development — ensuring that every investment in emergency infrastructure generates dual value _ enhanced security and improved quality of life. The project is explored through a case study in the Yad Eliyahu neighborhood of Tel Aviv, where the typical railway housing blocks serve as a testing ground for examining how the modular system can integrate into the urban context during both emergency and routine conditions.
