The project explores the design of a public building that operates as a spatial system of movement, visual perception, and dwelling. The design is based on principles of layering, excavation into the topography, and the deceleration of movement, offering a gradual spatial experience unfolding along a continuous path. A system of ramps connects different levels, enclosed and open spaces, enabling both physical and visual continuity. Openings and façades are designed in response to orientations of light, lines of sight, and changing urban contexts, defining varying degrees of openness and connection between interior and exterior. The material language balances mass and transparency, as well as solidity and controlled exposure, while maintaining a restrained architectural presence. The building functions as part of the urban fabric, offering public spaces with different levels of intimacy through a continuous spatial process that integrates movement, pause, and observation.
